Uttar Pradesh honoured with special award for excellent work done in the field of e-Governance

Uttar Pradesh is the third largest Indian state by economy, with a GDP of US $161 Billion (2014-15). UP government under the dynamic leadership of Akhilesh Yadav enlarged the domain of its e-governance services. Uttar Pradesh is emerging as the Land of Unlimited Potential. Our visionary Digital CM aims to design, implement, and sustain an innovative, trustworthy, integrated, and accessible infrastructure for the prosperity of the people of the State. He is making all possible efforts to digitize Uttar Pradesh and his efforts are visible and appreciated by the people alike.

Recently, Digital India conference organized in Mumbai honoured Mr. Rajendra Kumar Tiwari, Principal Secretary of IT and Electronics, Uttar Pradesh with special award for excellent work done in the field of e-Governance. At the event, Mr. Rajendra said, “Such acknowledgement by Central Government motivates us to do better and participate in the Indian development.”


E-Governance projects in UP cover the entire field of interfaces – G2G, G2C, G2B, G2E, and G2S. Under the e-governance plan, the Government department covered applications like: land record, medical-health, secondary education, foods-civil supplies, labour, social welfare, road transport, property registration, agriculture, treasuries, municipalities, gram panchayat, commercial taxes, police, and employment exchanges.

Some powerful and important projects of Uttar Pradesh Government under Akhilesh Yadav are:


  1. Sugarcane Information System (SIS)


Sugarcane Information System (SIS) of Sugarcane Department, Uttar Pradesh is the largest rural information technology platform in the country providing a comprehensive solution to all the needs of sugarcane farmers. Around 29 lakh farmers and their families’ livelihood activities thrive on sugarcane production, and there are 125 sugar mills, in total, operating in the state. SIS was conferred with a gold award in 15th National Conference on e-Governance 2011-12 in citizen centric service delivery category.

  1. UP State Wide Area Network


UP-SWAN is one of the major core infrastructure projects in which a network of 885 nodes connecting all the blocks, tehsils & districts to the state capital has been established. It provides Voice, Data, and Video connectivity for the backend process to improve delivery of services to the Citizens.

The State Data Centre is one of the core Infrastructure Projects implemented by the State. SDC is a centralized reservoir for data, information and services (Central infrastructure to build central repository of information/data) for various departments of Govt. of Uttar Pradesh. SDC went live on 6th August 2012. Applications of Commercial Tax Department, eScholarship, Education Department have been deployed and more than 5.14 crores of transactions have been completed through SDC till date.

To provide departmental services and information to the citizen, a State Portal (http://uponline.up.nic.in) has been developed and implemented to act as a single access point for availing Government Services. Hon. Chief Minister of Uttar Pradesh inaugurated state portal on 1st August 2012.  At present a total of 26 government services are being delivered using this portal through Jan Suvidha Kendras. Till date, More than 1.18 crores applications have been received out of which more than 1.15 crores applications have been dealt with and disposed off. Citizens can apply for any of the identified 26 Government Services from any Jan Suvidha Kendras /Lokvani/e-Suvidha Center Kiosks through the State Portal. Some e-delivery services also include:


A.  Lokvani


Lokvani is a Hindi word, which means “The Voice of people”. This project started by the government for providing information like Birth Certificates, Death Certificates, Income Certificates, land record, and job opportunity creation, under a single window. This gives the security and opportunity for accelerated development.

B.  E-Suvidha


e-Suvidha provides an interface to citizen to interact with government departments. Government of Uttar has decided to create and develop an electronic connection between the common citizen and the Government Departments.

C.  E-Seva


E seva is the form of service provided by the government or any institution. E-government aims at providing speedier and well-organized public services including issues of all the resident related certificates, receiving all sorts of utility bills, redressing grievances, etc. In other words we can say E-seva is a new pattern in citizen services. It provides online transaction to citizen and saves time and money. In E-Seva various departments are covered which include Regional Passport Office (RPO), Bharat Sanchar Nigam Limited (BSNL), Commercial Taxes, Transport, Medical and Health, Tourism, etc.

D.  Koshvani


Koshvani project has been developed to maintain the financial transaction of the state and to fetch transparency into government transactions. It is very helpful for the financial controllers of different department.

E.  Jan Suvidha Kendra


The Jan Suvidha Kendra (JSK) was first initiated in Jhansi district of Uttar Pradesh, and since then it has been replicated in many other districts. The project has led to the creation of a platform for contactless, quick, responsive, cost-time-labor saving, easily accessible, and 24X7 service for speedy and qualitative disposal of public grievances.

F.  Srishti


Srishti is yet another project which was started by the Uttar Pradesh government. It is very helpful for the government to fetch information like locations i.e Blocks, Tehsils/Talukas, Districts, Divisions, and State etc. In this project numerous tables and graphs are generated by different departments to understand the issues related to development and accordingly decisions taken on the priority areas for plummeting regional imbalances.

G.  Bhulekh


Bhulekh, which means bhu + alekh, translates literally into Land + Records. It provides all types of information related to land; either business or agriculture. One can get complete information about the owner and buyer, online. National Informatics Centre (NIC) has developed a website which is well known as www.bhulekh.up.nic.in.

This is not the end, as it is rightly said by Kofi Annan “Good governance is perhaps the single most important factor in eradicating poverty and promoting development.”
